Spray Foam Insulation License Requirements in Washington
L&I registers ~63 specialty trades including insulation, with real published bond and insurance minimums.
License Requirement
Licensing body: Washington State Department of Labor & Industries (L&I)
Washington's L&I regulates specialty trades — including insulation — through contractor registration rather than a competency exam. A general or specialty contractor registration is required regardless of job size, and specialty contractors (insulation included) generally can't perform work outside their registered specialty without also holding a general registration.
SPFA Certification Relevance
SPFA (Spray Polyurethane Foam Alliance) certification is not a legal requirement here — no state licensing board makes it a condition of licensure. It remains a voluntary industry credential that some manufacturers require for warranty coverage and that SPFA's Professional Certification Program (PCP) references in federal Unified Facilities Guide Specifications (UFGS) for government contracts.
Bonding & Insurance Facts
L&I publishes specific, current figures: specialty contractors need a $15,000 surety bond (increased from $6,000 effective July 1, 2024), while general contractors need $30,000. Registrants must also carry public liability insurance of $200,000/$50,000 (or $250,000 combined single limit).
