Spray Foam Insulation License Requirements in Colorado

Licensing body: No statewide contractor licensing board (local jurisdictions only)

Colorado has no state-level licensing board covering general contracting or insulation work. The Department of Regulatory Agencies (DORA) licenses only electricians and plumbers statewide. Because Colorado is a home-rule state under its constitution, each city and county sets its own contractor licensing rules, and licenses generally are not reciprocal between jurisdictions — an SPF contractor working in multiple Colorado cities may need to register separately in each one.

SPFA (Spray Polyurethane Foam Alliance) certification is not a legal requirement here — no state licensing board makes it a condition of licensure. It remains a voluntary industry credential that some manufacturers require for warranty coverage and that SPFA's Professional Certification Program (PCP) references in federal Unified Facilities Guide Specifications (UFGS) for government contracts.

There is no statewide bonding or insurance mandate for insulation contractors in Colorado. Any bonding or insurance requirement will come from the specific city or county where you're licensed to work — check with that jurisdiction's building department directly.
