New Jersey does not issue a separate insulation license, but its Home Improvement Contractor (HIC) registration — mandatory since December 2005 for anyone offering or performing home-improvement work — explicitly includes insulation installation within its statutory definition of covered work. There is no low-end dollar exemption from the registration duty itself.
SPFA Certification Relevance
SPFA (Spray Polyurethane Foam Alliance) certification is not a legal requirement here — no state licensing board makes it a condition of licensure. It remains a voluntary industry credential that some manufacturers require for warranty coverage and that SPFA's Professional Certification Program (PCP) references in federal Unified Facilities Guide Specifications (UFGS) for government contracts.
Bonding & Insurance Facts
HIC registrants must submit proof of commercial general liability insurance of at least $500,000 per occurrence (home-elevation contractors need $1,000,000), plus workers' compensation coverage (unless exempt) and additional security such as a compliance bond or letter of credit. The registration fee is $110, and operating unregistered carries penalties up to $10,000 for a first offense.
